Panther Express Buses
Panther Express buses annually transport more than 1 million students. Particularly during peak class times, many students are packed into a small space on the buses, making it difficult to practice social distancing. Therefore, the following safety guidelines have been implemented on the Panther Express buses.
- Based on Centers for Disease Control and Prevention and University System of Georgia recommendations for COVID-19 and university protocol, masks are required on Panther Express buses.
- The Blue bus route has been modified to provide more frequent service and more efficient route times to and from Center Parc Stadium to the Atlanta Campus and back. We are using 11 buses. Service is Monday – Friday, 7 a.m. to midnight. The number of buses decreases later in the evening when fewer students are on campus.
- We have two buses on the Purple route to assist with student movement to the northwest sector of campus near the Aderhold Learning Center. Service is Monday – Thursday, 7 a.m. to 10 p.m.
- For driver and student protection, plexiglass has been installed by the driver’s seat.
- Buses are sprayed and wiped down daily. Deep cleaning occurs weekly.
- Entry on the bus is by the rear door and exit on the bus is by the front door only.
- Every other seat has been marked off to allow for social distancing.
- Hand sanitizer is provided at pickup and drop-off locations.
- All bus drivers have been recertified and have gone through additional COVID-19 safety training.
Campus transit to and from Center Parc Stadium (formerly Georgia State Stadium) will run through April 26, the end of the semester. Transportation Services will be evaluating implementation of the Inter-Campus Panther Express bus routes throughout spring.
Each bus accommodates two bicycles. If students wish, they can bring their bikes with them and park at the Center Parc Stadium Blue Lot, bike to campus and ride the bus back upon their return trip.
Student Parking Permit Sales and Distribution Processes
Parking and Transportation is conducting as much business as possible using online request and payment systems available through the parking portal. Parking and Transportation no longer accepts cash as payment for daily parking fees. Only debit or credit cards, PantherCash or properly completed personal checks to Georgia State Parking are accepted.
Required for Students at All Campuses
To avoid paying a fine, every student who parks on a Georgia State campus must register their vehicle and display a valid parking hangtag.
Student permits for academic year 2020-21 may be requested via the parking portal. The parking permit is to identify Georgia State student vehicles and is issued at no cost. It should be visibly displayed from the rear-view mirror or left front dashboard. This permit allows students to park at Georgia State Stadium Blue and Green lots for free, on the Atlanta Campus by showing your decal and paying $5 per day/per entry, or on other campuses for free in designated student areas. Follow these steps to obtain your permit.
- Log into the student parking portal by selecting the student option at https://parking.gsu.edu/ and use your student CampusID and password (the same one as your PAWS account).
- Once logged in, click your name in the upper right to Manage Your Account Information and verify your mailing address and other information as needed. Permits will be mailed to the address shown in the parking portal.
- Register or update your vehicle(s).
- Click Get Permits to request the 2020-21 permit (one permit per student).
- The first permit mailing will be around Aug. 10 and then each Friday thereafter.
M Deck and Loft Non-Residents semester permits are available for purchase online while supplies last for $215. To make a purchase, follow these instructions:
- Log in to the parking portal with your student CampusID and password.
- Once logged in, click your name in the upper right to Manage Your Account Information and verify your address and other information as needed.
- Register or update your vehicle(s).
- Click Get Permits to request the fall M Deck or Loft non-resident permit (one permit per student).
- Permits purchased will be mailed to the address shown in the parking portal. Enter your apartment number (if any).
- Allow 5–7 days for delivery.
Lost permits mailed to an incorrect address are the responsibility of the purchaser. A $25 lost-permit fee applies. Verify your address in the parking portal.
Verified residents of the Lofts, Greek Housing and Patton Hall are assigned parking in the Lofts garage, which provides parking 24-7 and is available for $400 for the semester. Only the Lofts garage provides overnight parking. No visitor parking is allowed. Follow these steps to make your purchase:
- Log in to the parking portal with your student CampusID and password.
- Once logged in, click your name in the upper right to Manage Your Account Information and verify your address and other information as needed.
- Register or update your vehicle(s).
- Click Get Permits to request the fall semester permit (one permit per student).
- Resident permits purchased will be included in the student move-in package. Permits purchased after move-in will be delivered to the Lofts post office for student pickup. Your PantherID may be required at the time of pickup.
A budget card is a declining-value parking permit that offers efficient and discounted parking rate for daily parking. A minimum of two parks ($7) must be added to the budget card at the time of the request. A budget card is not a semester permit and may be used as long you are a student. Follow these steps to make your purchase:
- Log in to the parking portal with your student CampusID and password.
- Once logged in, click your name in the upper right to Manage Your Account Information and verify your address and other information as needed.
- Register or update your vehicle(s).
- Click Get Permits to request the budget card (one permit per student). You will need to pay for a minimum of two parks ($7).
- Budget card permits will be mailed to the address shown in the parking portal. Lost permits mailed to an incorrect address are the responsibility of the purchaser. A $25 lost permit fee applies.
- Once received by mail, use the budget card to tap in/tap out for parking in SKN, T and M decks, provided space is available. The remaining budget card balance appears on the entry/exit reader display.
- A Budget card with a zero balance will not grant entry to a parking deck.
- Semester permits should be returned at the end of the semester. Drop boxes will be in the Patton Hall office, the Lofts office and outside the customer service counter at Campus Services/Parking for the return of permits.
- The fee for lost or non-returned semester permits is $25.

Georgia State partners with MARTA to provide discounted MARTA Breeze Cards to students and offers either a 31-day pass or a monthly pass, depending on a MARTA rider's needs. The 31-day pass is purchased at the MARTA Breeze Card kiosk at any MARTA train station for $68.50. The calendar month pass must be purchased from the university via the parking portal between the first and 15th of the month to ride MARTA during the coming month.
- Log into the parking portal with your student CampusID and password.
- Once logged in, click your name in the upper right to Manage Your Account Information and verify your address and other information as needed. MARTA BreezeCcards will be mailed to the address shown in the parking portal.
- Click Get Permits to request the MARTA Breeze Card (one permit per student).
- MARTA Breeze Cards will be mailed out daily once student status can be verified and systems are updated.
- The replacement fee for a lost or stolen MARTA Breeze Card is $10.
Faculty and Staff Permit Holders
Information on parking permits for the spring semester. Below are the three options from which you can choose.
Option 1: Monthly Permit: Under this option, parking permit holders will be charged $65 per month.
Option 2: Budget Card: Under this option, we will deactivate your parking permit for spring semester and we will not make a payroll deduction for parking. You will also be able to request a budget card to pay a reduced per-park rate of $3.50 and park in your normal parking lot or deck.
Option 3: Daily Pay: Under this option, we will deactivate your parking permit for spring semester and we will not make a payroll deduction for parking. You will still be able to park on campus and pay the normal daily rate of $5 per park but you will be limited to parking in G Deck, K Deck, M Deck, N Deck, S Deck or T Deck.
Actions Required by You:
Option 1: No action required for monthly permit holders.
Option 2: Email parkandtransport@gsu.edu with your name and Panther ID and state that you wish to cancel your payroll deduction. We will deactivate your monthly permit. Keep it in a safe place in case you need to reactivate it in the future. Tell us you would like a budget card as a replacement, and we will mail one to your address on record.
Once you receive your budget card go to https://gsu.t2hosted.com/Account/Portal to add funds to your card. Each park is $3.50.
Option 3: Email parkandtransport@gsu.edu with your name and Panther ID and state that you wish to cancel your payroll deduction and we will deactivate your monthly permit. Keep it in a safe place in case you need to reactivate it in the future.
If you prefer, you can go to the Auxiliary Services window from 9 a.m. to 5 p.m., Monday through Friday, at Suite 200 in the University Bookstore building on the Atlanta Campus to deactivate your card and/or get a budget card.
